Many people hire freelancers, assign them a task and then within a few hours or days they turn around and terminate them. It takes time for a freelancer to understand you, the quality you require, the way you work and how your business operates. Plus in most cases there is a significant time difference involved so give him time unless you think he is being dishonest, that is a different thing.

If it is just a matter of responsiveness then give him a day or two, work with him, make him understand and give him a target date. All that helps. Let him understand what your expectations are and how you operate, and by what date you want what items.

Quite often especially when you are doing design work or programming, a task may look simple but on the inside, on the back-end it may be actually quite complex. So try to understand, work with him and in the long run you will have a smoother operation.
