Ready made Themes and Templates save you time and money. Also, in some cases, the user is not very well versed in the subject matter and is unable to articulate what he wants even if he has the time and money to afford a custom design. A ready made design / theme / template helps such a person get started and he may then suggest changes and improvements as he goes along.
